There must a contributor agrement to transfer copyright information for some legal entity, for example FSF, so the code can be easily relicensed to GPL 3.11, 8.1 Pro, etc.

license agreement". The FSF by itself has e-mail for this kind of questions: assign@gnu.org. And of course I think that FSF is good place to hold
