What steps will reproduce the problem?
1. Enable IME (on ChromeOS)
2. Input some incomplete composition keystroke (so candidate list is non-empty)
3. Press Ctrl+Space

What is the expected output? What do you see instead?
Expected: UI closed
Actual: UI keeps open

Please use labels and text to provide additional information.
Only on ChromeOS.
