add a standard way (or even execute at beginning of chat) to learn existing skills

Skills added by the model are fogotten upon restart. There should be a standard skill to easily read in all available skill definitions. possibly executing right at the beginning of the chat, so it starts aware of all its skills.

This planned for a later release, including loading only those skills that are relevant for a query (or the execution plan).
