I would like to implement typescript for strict typing (https://www.typescriptlang.org/docs/handbook/migrating-from-javascript.html)

Had to back out Typescript changes as they were breaking the test scripts. Need to re-evaluate and add back in.

Added in ts.config but I am not sure if typescript can be fully integrated without refactoring. Placing in backlog
