Missing Prefix in IOF-MAINT ontology #97

In the OWL instantiation of IOF-MAINT there is no prefix given for the base ontology.

This task is to create a prefix.

Options:

IOF-MAINT
IOF-MAINTENANCE (suggested)

The standard practice for prefixes is to keep them short and lower case. The Architecture group may be proposing a pattern for these. I am not sure. For now, I would suggest "iof-maint". If we must choose among the options in the comment, "IOF-MAINT", but that sets a bad precedent (IMO).
