Process:

1 Identify gaps in a timeseries (Timeseries or DatasetGroup)
2 Calibrate candidate timeseries from other sites to this site and sort candidates by R^2
3 develop some error threshold
4 fill each gap from candidates, if expected error is smaller than the error threshold
