There are two options: (1) otherlanguage* + \bbl@dirparastext, which has the drawback it uses an internal macro, but it writes nothing to the aux file: (2) the unstarred otherlanguage, more standard, or even \selectlanguage. However, I wouldn't be surprised if there were side effects if \csq@otherlang@star is redefined, because it's used at several places.

code, but I'd say it's doing something similar towhich is much like
\begin{quotation}\foreignlanguage{hebrew}{...}\end{quotation}
