Widget config dialog should have an animated spinner in the County field while waiting for it to load

When you change the State dropdown it fetches the list of counties for the state you picked from the NWS API, which may take a few seconds (or several seconds if you're on a slow network). Right now it drops the word "Loading..." in there, but that's not always obvious that you need to wait. Should see if we can get an animated spinner in there instead.

We should also make it disable the "Add WIdget" button until the load succeeds or times out. And do something useful if it times out...
maybe a "try again" or "give up" prompt.
