Haskell implementation of Datatypes and Algorithms related to Ethereum

Requirements:

• GHC >=9.6. GHC-9.4 is not supported because of https://gitlab.haskell.org/ghc/ghc/-/issues/23972. Earlier versions of GHC may work but are not tested.
