Support all configuration binaries on IL2C.Runtime.msvc package. #82

Currently supported combinations are only both Debug/Release and static link vc runtime library.
Will make better package for runtime library combination between statically and dynamically (DLL).

Will Add libs for another configuration matrix

  • Not asserted Debug build (Both VC and MinGW)
  • Asserted Release build (Both VC and MinGW)
  • Debug but using Release VC runtime.

Any other or less?
