Category list item on menu is not highlighted when option "Change categories on hover" is disabled

Bug description

Hi,

When I hover over a category with my pointer on the menu with the option "Change categories on hover" disabled and with one of the Mint Y themes, no hover indicator appears.

Steps to reproduce

1. Disable the option "Change categories on hover" on the menu applet
2. Open the menu and hover over a category

Expected behavior

The category should be highlighted when is hover over. I also tried with the cinnamon theme and it does highlight the category correctly.
