Bug description

Unable to convert HEIC to other format

Steps to reproduce

Select HEIC file
Tools | Convert Format | Leave JPG format selected | Execute

Error dialog appears:
Could not perform the operation
No suitable loader available for this file type

Expected behavior

HEIC file should be converted to JPG

Additional information

No errors visible when run from terminal
Nothing logged in .xsession-errors when the operation is attempted
