Spot Elevations in a locked 3d view throw error #1205

tested in Revit 2023, Rhino 8.12, RiR 1.24

In the Revit UI if a 3d view is locked you can add annotations.

In Rhino.Inside.Revit we get this error when trying to add a spot elevation to a locked 3d view.
