Alerts are not dismissed automatically

Enroll into any course then, from the dashboard page, unenroll from that course. A green alert should be displayed indicating that you are successfully unenrolled from the course.

Expected Behavior

The alert message should be dismissed automatically after a period of time.

Current Behavior

The alert message is only dismissed when a user clicks the "X" on the alert.

Additional Details

There is currently code and a test to automatically dismiss the alert, but that does not seem to be working.
