Move remaining code to MooseIDE

I think this repository deserves a cleaning on two points:

• It contains a lot of packages that are not loaded and could be removed
• The code it still contains deserves to be in MooseIDE IMO.

The code still loaded by Moose:

• A class to install the logo and give the version
• A package to define the basic world menu. But this menu is extended by MooseIDE so IMO it should be in MooseIDE
• A welcome browser that could be in MooseIDE

As a first step I would like this project to only contains the BaselineOfMoose. And as a second step I wonder if we could not merge both Moose and MooseIDE because I see very little use of having two projects.
