Submit remaining VPN RC pages to Smartling #15846

We should send over the rest of the www.m.o VPN Resource Centre pages from the CMS to Smartling.

French is all published, and I think that that work would have unearthed all issues with the source en-US pages.

Therefore it's safe to submit the other pages (25 pages in 9 languages each) this week, but I'm checking with the l10n team first.

Was waiting on mozilla/wagtail-localize-smartling#44 over the line first, though, to make it easier to manage 225 (25 * 9) translations coming back
