AccountDetailResponse decoding cause exception in parsing java instant #8

I get the following error:
Instant (Text '0' could not be parsed at index 0): DownField(resettablePLTime),DownField(account) in accoundDetails

I cloned the source code and upgraded to Circe 0.11.1 after rebuild, still getting same error.
Please Help!
