The new BlackBerry 10 devices do support Android apps without much difficulty, the only issue is that IrssiNotifier uses the Google Cloud Messaging API and as such hangs with the "Registering with GCM" message.
BlackBerry do offer an alternate with their Push Service and some details on how to change the Android app to the Push Service, I'm not sure whether this would be helpful.
