Automatically populate default quests for a user after onboarding #224

This ticket follows #89, which should ask a user for their state of residence, their state of birth, their name, and whether they are under 18.

Based on those responses, we should automatically populate quests for the user:

Getting Started (An overview of the name change and gender marker change process, supplied to all users.)
Court Order [State of Residence] (The court order quest for the user's state.)
Social Security Card
U.S. Passport
Birth Certificate [State of Birth]
