Add MRAD heat-pipe reactor model Cardinal tutorial coupling OpenMC, BISON, and Sockeye

Design

Add tutorial, including info on how the OpenMC model was prepared.

Impact

This tutorial will teach Cardinal users how to properly apply multiphysics coupling to heat pipe microreactors.
