[CLI] Create Github Message Checker

User Story
As a contributor, I want to make sure that my commit messages are acceptable, so I can confidently push new code and maintain the health of the component

Acceptance Criteria

• Add a new commitlint configuration: https://commitlint.js.org/#/reference-configuration
  • Commitlint should use the conventional commit guidelines (there's a preset you can set) https://www.conventionalcommits.org/en/v1.0.0/
  • In addition, it should also check that the github issue number is present in the commit message
• Add a github action for checking the commit message every time new code is pushed using commitlint. Here's an example of such an action: https://github.com/marketplace/actions/commit-linter
• Add a precommit hook so that the same check runs locally on every commit so that devs don't have to create a PR to verify commit names. A tool to do this is husky: https://github.com/typicode/husky with commitlint: https://commitlint.js.org/#/reference-cli
