Translated emoji data source for localized search

It would be great if the emoji picker search could have a localized search.

There is https://github.com/milesj/emojibase which we could probably use as a different data source, but requires some experiments to see if that works.

Some resources for further investigation:

Some general concern would be that this adds ~1MB per language that we ship. We would need to dynamically load the emoji data then to make sure it doesn't add to our javascript bundles.

I actually started working on this during the Nextcloud conference, but due to lack of time it was not finished.
I will schedule to work on this again (finish my work) soon.
