The test dataset was created and submitted for review by Linke_gm. It was rejected/returned by Fedorov @fizorg103. The act of just returning the dataset to the submitter made him a contributor:

contributor-by-returning

Giving no feedback but just rejecting a submission should not make someone a contributor.
