Create GitHub Action meant to be a gateway for new companies that want to begin with CI/CD

I would like to have a GitHub action hosted on its own repo that the LabVIEW community can instantiate, and configure via parameters.
This GitHub action would serve as a gateway for companies wanting to begin using CI/CD, but don't have the time or budget to train their engineer, or deem it to be risky since the resources developing may leave, leaving them with broken pipes.

The intention of the GitHub action is not to be the solution for all problems for CI/CD, but to be an easy way to automate a simple task, hence making companies to loose the initial fear of CI/CD being to complex to setup.

The intention is for that same GitHub action to be used by all open source repos, so that bugfixes and new features can trickle to all open source initiatives.
