Simple SGX ROFL component for local CPU-bound key derivation

Create a simple SGX ROFL component that exposes a simple EnclaveRPC service for CPU-bound key derivation using the existing EGETKEY implementation. Keys would use the enclave identity of the requesting enclave as part of domain separation. This can be used by other components (e.g. TDX-based ROFLs) to generate sealing keys.
