Allow for editing of external guides/resources

Currently, changes to the team member and PDL resources require code changes.

Describe the solution you'd like
As an admin, I'd would like to be able to manage external resources (both Team Member and PDL guides) within the UI.

Describe alternatives you've considered
As a short term, simply loading them from the database could help ease the pain.

Additional context
Ideally, I would like to edit these in place (add, delete, edit, reorder). They are simple (only name and URL need to be specified). The entire model could consist of:

• Name (encrypted)
• URL (encrypted)
• Role
• Order
