At the moment, the browse controls scale awkwardly at various widths narrower than the maximum. They also bump up against module content in the bottom. (See omeka-s-modules/OutputFormats#3)

Ensure browse controls are in tab order.

* Move around browse control elements to their
  intended order instead of controlling it with
  CSS.
* Adjust margins for better responsive layout.
