Policies only on the Hub is e.g. All Policies for ApplicationSets, ACS-Central, Subscription-Admin, Managed-ClusterSet-Bindings e.g.

There might be other scenarios, e.g. a Policy must be only applied to one Managed-Cluster or a Policy must not be applied on the Hub-Cluster.
