p2p: XiaoMi 10 can not publish local stream with vp8 to other client by first time

1: xiaomi 10 connect p2p server with 11 with vp8
2: other client connect p2p server with 12 with vp8
3 xiaomi 10 and other client addRemoteId each other
4 xiaomi 10 publish local stream, trigger success callback , but reomte side can not show this stream
5 xiaomi 10 publication.stop()
6 xiaomi 10 publish local stream again , this time other client can show remote video
