Limit # of Carousel Images that can be added #170

As an admin user I should not be able to add more than 10 images to the carousel for the homepage.

This makes sure that buyer.xp is not overwhelmed and can be used for other features.

Acceptance Criteria:

If I try to create a new slide for the carousel I should get a toaster message saying I can not add more than 10 images.
