Printer setup : add hint and button to remove-restore IPP

Since Mint 21 it is necessary to remove ipp-usb and sane-airscan in order to be able to use added printer drivers when necessary.

Suggestion:
in the printer setup dialog, add a hint that if your printer is not detected and you intend to install a downloaded driver, you need to disable IPP

• provide a button to do it (and restore IPP if it was removed).
