在发行Token时，区块浏览器代币的数量显示不正确 #46

举个例子：发行了107101035枚ETH，精度为8位，应该是107101035.00000000，而区块浏览器中显示为：10710103500000000，少了个小数点！

还有一个问题，不知道算不算Bug：第一次发布代币时，手续费设置为0.1PTN，没有显示成功也没有显示失败，但是区块链浏览器中查询不到记录。第二次发布代币时，手续费设置为1PTN，同样没有显示成功也没有显示失败，但是在浏览器中可以查询到记录。
