#apply anchor links have some issues #55

2 links add #apply anchor in the landing page:

The volunteer CTA button
The "Apply for volunteering" link

They should scroll the view to the form at the bottom on click.

However, they reload the page and it takes too much time in some cases.

This could be an issue about Turbolinks.
