Compare diffs with okfn/licenses

Here ppKrauss/licenses is a proposal for Data Packaged Core Datasets project, not for "only the open licenses" as licenses.opendefinition.org... But the projects goals are similar, the community near the same, and we can reuse 90% of the work that they are doing there.

So, the suggestion here is for join efforts with okfn/licenses/issues/45... Remember that okfn/licenses/licenses.csv is not updated.

• name vs id fields
• field id_version control
• add family as an important new issue. Avoid to use family as brand (maintainer). The choice is family as canonical licenses.
• add year
• add is_by, is_sa, is_noreuse , is_generic
• need to understand status (versions 2 and 3 have same status?)
• add url_original
