This is likely going to be the same root cause which will be fixed by ppy/osu-framework#6235.
Basically this is the issue, something else on your system is delaying input. We're working to make this a non-issue, but in the mean time you can try and figure which app is causing the issue and not run it. It could be something like a mouse / keyboard software in your system tray, or really anything else which is handling system wide input. |

Bug description:
irregardless of any display option, whether it be FPS, renderer, threading mode, or hardware acceleration. Any combination of these still results in the same issue:
Upon pressing a keyboard key, there seems to be a chance for the cursor, and cursor only, to stutter. The effect is somewhat minor, however it can cause bad judgements/misses if it occurs at a poor time. This issue occurs either upon a short key press or holding down a key for an extended length of time. It occurs when holding down ANY keyboard key, even if said key has no effect on gameplay.
This issue also occurs on the menu screen, however the effect seems to be much lesser compared to during gameplay. Stutters are only really noticable if you look at the ctrl+f11 graphs.
To clarify, the issue is not caused by my FPS setting, as VSync, 2x, 4x, and unlimited all cause this issue. This issue is not caused by my selected renderer, as each one still results in stutters. This issue is also not caused by my threading setting, as multi and single still result in stutters. My mouse is not the issue, as this stuttering has never appeared on my desktop or in any other game or browser. Hardware acceleration is also not the culprit. I am also NOT using high precision mouse, so that is not causing any issues.
NOTE: closing every single background program DOES seem to decrease the stutters, however they do still occur, just less frequently. When they do occur, they are at the same magnitude as when many programs are open.
