Remove another message from Tags / Categories screen

Let's remove this:

"Displayed permissions are those assigned for the "Post" type. You can also [define universal Tag permissions which apply to all related post types"

@stevejburge @richaferry This relates to Steve's question about the "(all)" option on the Edit Group Permissions > Add Specific Permission tab.

If you remove this link, it will be harder for users to discover how to assign a category-specific permission for all post types.
