There are some vocabularies that come with statements such as owl:priorVersion or owl:backwardCompatibleWith. It could be great to add and/or map these relations with voaf properties since they explicitly state some relation between versions of a vocabulary.
Will that be part of the "inlinks/outlinks" to/from a vocabulary?

That would not be part of inter vocabulary inlinks/outlinks. Such statement
provide a view about the previous version about the same document/vocab.
This could be useful to extract automatically versions ... but this would
have to be developed ...
