I have tested 4.4.1 + procgov --maxws (from #16572 ) on windows10 64bit with HDD,
and found disk IO performance is significantly improved compared to 4.3.9.
I think it's time to release 4.4.2, to "fix" the memory issue, and enjoy the io improvements in libtorrent 2.0 .
