Torrents being forced to pause

Recently, can't give an exact date, nearly all of my torrents that have completed download are being forced into a paused/completed state and I can't figure out why. When I try to resume them, the logs show they are immediately paused again. I've tried putting all the settings I can find that might control this to their loosest settings or disabled them, doesn't help.
