"Couldn't write. File is being used by other process"

My qBitttorrent version on Windows 10:

Windows 10 Home 22H2
OS build	19045.4046

qBittorrent Details:

qBittorrent v4.6.3 (64-bit)
Qt: 6.4.3
Libtorrent: 2.0.9.0
Boost: 1.83.0
OpenSSL: 1.1.1w
zlib: 1.3

I keep running into the issue of file not being able to be downloaded because the file is apparently being used by another process. I have tried many things to fix the issue:

1. Tried to turn off read off from settings (even tried by running Explorer as admin) and even tried a bash script when that didn't work. Still couldn't disable read-only property of the folder.
2. I use backblaze, dropbox, Sonarr, radarr, prowlarr, onedrive, foobar2000, Spotify, Everything, Wox, JDownloader. A bunch of potentially clashing software. Exited all of them. Paused backblaze backup before exiting and even stopped backblaze service from the services tab in Task Manager.
3. Turned off antivirus protections and firewall in Windows Defender.
4. Tried running qBittorrent as admin.
5. Tried force-running all torrents.
6. Tried changing download location from my SSD (C:) to my external hard disk (G:)

This is very annoying. I can't seem to get it to stop. I don't get this issue when I try to download from Transmission.
