WMS-T with Time Value YYYY

What is the bug or the crash?

I will use the WMS-T with the Time-Parameter with an valu like time=1990.
In the OGC WMS 1.3.0 spec it is posible, but not with QGIS.

Test with https://geo4.service24.rlp.de/wms/hktk25.fcgi?VERSION=1.3.0&REQUEST=Getcapabilities&SERVICE=WMS

Steps to reproduce the issue

Add as WMS:

In the Test WMS you can find tow layers with YYYY and with YYYY-MM-DD version (_qgis).
