Background

This ticket is focused on finalizing KC content for FRA report #1 ahead of implementation.

Acceptance Criteria

Ensure FRA KC content has parity with TANF pages (e.g., submission workflow, error reports).
Knowledge Center content is finalized, reviewed, and confirmed to be accurate, clear, and ready to be merged into the Knowledge Center.

Tasks

A draft of the Knowledge Center content for the new feature is created and aligned with the final specifications. (one page for submission, one page for error reporting).

Notes

We may want to link additional content that other contractors have developed in this KC content
