The submission list screen is a little confused. It needs rethinking

Discussion about this 6/1/25:

Showing inactive submissions is probably not useful for a normal CSV uploading user
- Consider a list of previous submission dates on the latest submission page
- You could also download the raw data from that page
The list of submissions then becomes an admin page, including the ability to download inactive submission CSVs
