Add openapi.json

Developer Hub indexes the OpenAPI in the service catalog. However, as we're using FastAPI, this is generated dynamically at runtime rather than as a static file that lives in the repository.

Figure out if the Developer Hub can pull this file dynamically, or if we need to add like a git precommit hook to generate the file from source code any time you push.
