Implement publishing of RATO data

Data flow / infrastructure

Data flow /infrastructure would be very similar to what should be done for Provincie Oost-Vlaanderen. I therefore suggest to first implement #2, then work on this one.

Data to publish

RATO and @damianooldoni (oscibio team at INBO) agree on publishing only the data of alien species first. This will avoid possible sensitive data issues related to common species such as chickens and feral cats.

Data publication delay

Publishing observations with one week time lag is fine. One week delay ensures data quality (data validation process) and will avoid any malicious tracing of RATO vzw field managers. Data of Coypu will be published after two weeks.
