False alarm filtering

There are occasionally bad GPS readings that could trigger the alarm. To avoid that, the app could do any of the following before triggering the alarm:

• Ignore location updates above a certain horizontal accuracy threshold
• Require multiple location updates outside of anchorage
• Require position to be outside anchorage for some interval (~30 seconds)
