CSTask Integration

Problem Description

Events can be sent to all students as well as printed for free by sending a message to cstask. Normally, students must manually send them an email, but we can leverage the automated event infrastructure to send these emails.

Solution

When an event is created, it will post a periodic event in a system like that described in #10 or #11 for the following jobs:

1. One week before an event - Will send the event's flyer to cstask to be printed and contact all person(s) responsible for hanging the flyers.
2. One day before an event - Will send the event's flyer, description, and title to cstask so that they can send it out to all the cs student google groups.

The email for cstask should be configurable.
