Add mechanise for storing a list of configurations so far

Add a running list of installed modules and their configurations so far to use as prerequisites.

A good example of this is installing legal pages. We'll need to understand if the user has opted for installing the homepage and footer, as legal page links will need adding to the footer if that's the case. Other wise legal pages can be complete without this step.
