Unable to use mu-elasticache due to character limit on inline policies

I'm using mu without any other extensions or template overrides and mu-elasticache causes me to go over the 10k character limit

I closed the PR because I don't think this change is the right one to make to solve the problem. The issue is the greater mu YAML template size needs to be addressed. This fix would not help drive adoption of the larger extension environment.
