Updates to pr labeling workflow

To mark as content:

• .md files
• cspell.json file lying at root
• .bib files

We'll add to this list as we discover more and sort it out in a batch.

We can also improve the styling my adding emojis. 📚 for content and ⚙️ for coding. We just have to make sure thta the workflow has the exact same names.
